Long periods of low water give huge problems for inland navigation, because when water levels go down so does the load capacity of the inland vessels.
The level taken as a basis is the level measured at 5:00 am (CET) according to the Electronic Waterways Information System (www.elwis.de).
If you look at the graph from 2015 to December 2018, the red indicates an additional cost, if we divide this over the whole year of 2018 this means a additional of approx 39 euro.
Besides this additional cost, barge or inland vessels are by far the cheapest option to use. However for your supply and demand, it does makes sense to also use the rail product.
